Who Should Been Blamed Because of Netherlands Recalled 600000 Pcs Mouth Face Masks?

In the past a few days,many news papers,TV stations,social networks are talking about the News which Netherlands recalled 600000 pcs faulty mouth face masks imported from China.

I saw many irrational comments online,as a Chinese,some comments like a heavy slap on my face,I'm angry with the manufacturers,because of them,many Chinese factories have been deeply affected,and this news give some people a perfect example which Chinese just caring about money/profit,neglect the human rights,this news give Chinese Government a big pressure also.but I have to Say,The Chinese Government is innocent,they iussed thousands of emergency licenses to new factories because Chinese outbreak need them to take quick actions.they even don't realise these factories have opportunity to sale to abroad so fast,no body knows the Coronavirus finally stressed the whole world.

We have to admit almost 7000 new factories started to produce face masks in two months is a super challenge to supervise them all,because of lack of professional workers,because of raw materials shortages,because of labors shortage,because of many different standards,it's not easy to for every factory to adjust in time.

But it's not fair to accused all Chinese face masks are defective,the expert of Netherlands just said:"the faulty masks fail to meet safety requirements because they did not fit on the faces of doctors and nurses and were failing to prevent particles of the COVID-19 virus passing through.Ok,if you can imagine those 600000 face masks suppose to sale to Chinese publics,because Chinese faces and noses are totally different with Europeans,but then the pandemic happend globally,then everybody rushed into factory to order face masks,and this face masks ship to Netherlands.then NOS found all face masks faulty.I don't make excuse for anybody,I don't know what's the real situation either,just thinking logically.

Now give me your answer,who should been blamed because of Netherlands recalled 6000000 pcs mouth face masks?Chinese Government,Factory,Importer,EU or Netherlands?

The Covid-2019 is an emergency globally pandemic,nobody knows it in advance,to defeat it,all nations,all countries need stand together,hands by hands.As a Chinese I hate fake products,I hate cheating,I hate foreigner don't respect Chinese people.
